Completely separate cases. Some versions of the S-300 were specifically made to be able to target ground/sea targets using Active Radar and INS. The P-500 Bazalt on the Moskva has no ground-targeting capability that we know of, meaning that the only way to use it against land targets would be chucking it in a general direction and hoping it hits something.
This is different to the S-300 variants the Russians are using here, as they were specifically designed to double as land-attack missiles.
