Among the entire horde of vicious brutes that have been violating the rights of Ugandans in total disregard of the domestic and international laws, it doesn’t make a modicum of sense nor is it effectual for only a single individual, Abel Kandiho, to be sanctioned in order to force change of behaviour.
The entire military leadership in Uganda including police and prison chiefs should be embargoed and that is how we, the victims of despicable barbarism, will appreciate that somewhere in the world there are civilized people who are concerned about the state of human rights in Uganda.
If I must ask, from whom does Kandiho take orders and why are they not sanctioned with him collectively? We watched many of them barbaric officers of this rogue regime, in the media, glorifying violence.
Gen Elly Tumwine, David Muhoozi, Muhoozi Kainerugaba, Gen Peter Elwelu, police chief Martins Ochola among others but I was shocked to see that the sanctions only were issued out against one chamcha, Kandiho, yet they’re very many of his ilk ensconced in the upper echelon of deep state!
Also, if the USA is really concerned about the dire situation of human rights violations in this cow-ntry rather country, why does it keep spoon feeding Gen Yoweri Museveni with military aid? By keeping the assistance incessantly flowing towards the country whose dungeons are oozing blood and, bones rattling in mass graves of Kasese out of the 2016 pogrom, is a carte blanche for him to proliferate barbarism against the people of Uganda yet there should be some common values that are magnetic and or attached to such aid.
The continued military support and other aid is some kind of an endorsement of the work well done. Any aid that is not in the form of succor is not aid but patronage, seal of approval and sheer validation of Musevenocracy.
As a survivor of the horrible torture from the Chieftaincy of Military Intelligence (CMI) dungeon, which is manned by Kandiho appointed by Museveni, I submit that the sanctions were applied selectively targeting silver fish and ignoring the sharks of the military junta horde in charge of this disgraced government or beneficiaries of such acts of archaic barbarism.
If it were a chicken, Kandiho is just, conceivably, a feather and the plucking of one of the flat appendages of quill from the fowl doesn’t stop it from the odious divertissement of eating eggs. To disable such a recalcitrant chicken from eating eggs without decapitating it, you must de-beak it such that the ability to crack open eggs to sip on the gel-like contents is thwarted.
Similarly, to thwart the pathetic human rights violations in Uganda, something must be done–complete and uncompromising stoppage of military aid and also putting sanctions against all obdurate pig-headed perpetrators in entirety without subjecting anyone to mercy.
Without doing this, the preponderance of such barbaric and stone age acts of inhuman treatment will of course continue to blossom like morning flowers, uninterrupted, after all Gen Museveni has a large supply of chamchas that can always replace such pig-headed officers like Kandiho to do for him such inhuman acts of human rights violations in order to keep him in power.
These sanctions, on one individual, to me are ineffectual against a strong rooted kleptocratic gerontocracy. Other powerful countries should follow suit and impose multilateral sanctions against not only security officers but also National Resistance Movement (NRM) drum beaters or you may call them political figures who spittle-lick Gen Museveni.
This will help to build up significant pressure on the government for the sacrosanct human rights to be respected since political and economic power is concentrated in their hands.
This kind of multilateral sanctions have worked before with severe comeuppance when the late former president of Zimbabwe, Robert Mugabe, was sanctioned together with his inner circle of flunkey sycophants in 2013 because of the abuse of rights of Zimbabweans.
Surely, if all the funders of this rogue regime demanded respect of human dignity pursuant to the laws before giving out any aid, there would be changed behavior but I am afraid that because Gen Museveni serves their interest and is an ally, definitely we are dreaming. He will continue the barbarism like he has been doing and still the military aid will come through!
It appears like we are on our own like ducklings.
